Dr. Edmundo Tovar received the computer engineering degree and Ph.D. degree in informatics from the Madrid Technical University (Universidad Politécnica de Madrid, UPM), Madrid, Spain, in 1986 and 1994, respectively. He is currently with the UPM as a Professor of information technology in enterprise. He has served as an elected member of the Board of Directors of the OpenCourseWare Consortium (2009–2013), Executive Director of the OCW Office of the UPM (2008–2012), and Executive Director of the Open Education Office at UPM (2013-2016). Prof. Tovar is a Certified Software Development Professional (CSDP) (2005 -), Professional Software Engineering Master Certification (2015- ) of the IEEE Computer Society.

Member of the IEEE Education Society Board of Governors (2005–2012) he is currently President Elect (2019–2020) and President (2021-2022). He leads an Innovation Group in technologies applied to Open Education and he is Editor of the Information Technology / Information Systems Editorial Board of MERLOT.

Dr. Hans Jürgen Hoyer is Secretary General of the International Federation for Engineering Education Societies (IFEES) and the Executive Secretary of the Global Engineering Deans Council (GEDC). Resident Scholar in Global Engineering at the Volgenau School of Engineering at George Mason University, Global Visiting Professor, University of Maryland, BC and co-founder of the Indo-Universal Collaboration for Engineering Education (IUCEE).

Previous director of International Programs and Strategy for the American Society for Engineering Education (ASEE). Co-founder and advisor of the African, Asian and Latin American Engineering Deans Councils; works closely with over fifty engineering education societies globally and with UNESCO where he serves on their Advisory Council in China. He also works in close partnerships with over 10 multi-national corporations. CEO of World Links, World Bank. Led several international development organizations/NGOs in Latin America; Africa and South Asia.

Served with Nelson Mandela on the board of directors of El Taller, a global civil society network headquartered in Tunisia; staff at Inter American Foundation, created by the U.S. Congress to support socio-economic development throughout Latin America/Caribbean. Founding member of the Board of the Engineering for the Americas (EftA) under the umbrella of the OAS. Serves on the Governing Board, International Center for Engineering Education/UNESCO/ Tsinghua University; Board of directors of Qatar University; Tishk University in Erbil, Iraq; Global Advisor to SUSTech, Shenzhen, China; UNITAR, UN agency in Japan; Liaison. He is the co-founder of SPEED, a global engineering student organization.

Honorary Professor at universities in Hungary, India, Kazakhstan and Peru. Born in Germany, he immigrated to the United States of America as a teenager. Prof. Dr. Manuel Castro, Electrical and Computer Engineering educator in the Spanish University for Distance Education (UNED) has a doctoral industrial engineering degree from the ETSII/UPM. Professor of Electronics Technology inside the Electrical and Computer Engineering Department, Past Department Director and Past Vicerrector.

He published more than 100 articles in Journals and more than 300 papers in Conferences inside the areas of Renewable Energies, Electronics and Computer Architectures and Engineering Education. Co-chaired several conferences like FIE 2014, REV 2016, LWMOOCS 2018, LWMOOCS 2020 and COMPSAC 2020, in Madrid, Spain, and online.

He is Fellow member of IEEE (for contributions to distance learning in electrical and computer engineering education) and IEEE Division VI Past Director, member of the Board of Governors (BoG) of the IEEE Education Society as well as President Emeritus; Founder and Past-Chairman of the Spanish Chapter of the IEEE Education Society, and Past-Chair of the IEEE Spain Section.

He has been awarded with the 2020 TAEE (Technologies Applied to Electronic Education) Tomas Pollan Multidisciplinary Award, 2019 IEEE William E. Sayle II Award for Achievement in Education of the IEEE Education Society, 2017 IGIP Nikola Tesla Award for Outstanding Achievements, Honor Ambassador of Madrid Convention Bureau in 2017, IEEE EDUNINE 2017 Meritorious Service Award, IEEE EDUCON 2011 Meritorious Service Award, 2010 Distinguished Member Award and 2009 Edwin C. Jones, Jr. Meritorious Service Award of the IEEE Education Society.
